Senior Mini-Grids Specialist
Marie Testard is a Senior Mini-Grids Specialist within BCP’s energy access team. She leads the mini-grid financing and development program in Madagascar under the DECIM Fund. In this role, Marie oversees the full program cycle—from pipeline development to transaction execution and beneficiary monitoring—using innovative financing instruments including results-based financing (RBF) and catalytic grants.
Prior to joining BCP, Marie spent eight years at ENGIE Energy Access, where she developed extensive experience in renewable energy financing across Sub-Saharan Africa. As Head of Funding, she led the financing strategy for mini-grid and solar home system activities across nine African countries, structuring debt and equity transactions as well as credit enhancement instruments. She previously led financial negotiations for competitive public tenders in the mini-grid sector and served as CFO of ENGIE Energy Access’s joint venture in Uganda.
Marie also held roles in credit risk management and corporate finance within the ENGIE Group in Europe. Earlier in her career, she worked as a business analyst at Thomson Reuters before becoming a financial journalist covering European equity markets.
Marie regularly speaks at international forums dedicated to renewable energy financing in Africa. She is fluent in French and English and has a working knowledge of Spanish.
